Archaeologists discover rare statues at Angkor Wat (AP)

PHNOM PENH, Cambodia ? Archaeologists at Cambodia's famous Angkor Wat temple complex say they have unearthed the largest Buddhist statues there in eight decades.

Ly Vanna, an artifacts expert for the government's Apsara Authority that oversees the site, said Thursday the two stone statues found at Ta Prohm temple were headless but the larger one if complete would stand about 10 feet (3 meters) tall. He says the statues are believed to date from the 12th century and are the biggest discovered since the 1930s.

Saurav Ray of the Indian embassy says the statues were found by workers carrying out the Archaeological Survey of India's 10-year, $4 million restoration project. Angkor's rehabilitation follows decades of neglect due to civil war.

Motorola Mobility 3Q net loss narrows

(AP) ? Motorola Mobility, which makes cellphones and cable set-top boxes, says its third-quarter loss narrowed as it shipped more phones than it did a year earlier.

Motorola Mobility Holdings Inc. reported a net loss of $32 million, or 11 cents per share. This compares with a loss of $34 million a year ago, when the company was still part of Motorola Inc. That company split into two January.

Excluding one-time items, the company earned 12 cents per share. This is double what analysts polled by FactSet expected.

Revenue rose 11 percent to $3.3 billion, slightly lower than analyst estimates. The company shipped 11.6 million phones during the quarter, 4.8 million of them smartphones. It shipped 9.1 million phones, including 3.8 million smartphones, a year ago.

Prince Charles claims Vlad the Impaler as ancestor

(AP) ? The truth is out: Prince Charles is related to Vlad the Impaler.

The heir to the British throne says he is related to Vlad the Impaler, the cruel 15th-Century Romanian warlord who helped inspire Bram Stoker's 1897 vampire novel "Dracula."

He makes the comments on an upcoming TV show to promote his interest in protecting the forests of Romania's Transylvania region.

Charles says genealogy shows that he is related to Vlad, giving him a stake in the future of Romania. The prince has long worked to conserve the forests and has bought a home in the region.

On a visit to Romania earlier this year, he called Transylvania a national treasure because of its unspoiled landscape and centuries-old rural farming traditions.

Yemen's Saleh welcomes U.N. resolution on power shift (Reuters)

SANAA (Reuters) ? Yemeni President Ali Abdullah Saleh, facing an increasingly entrenched uprising against his rule, on Monday welcomed a U.N. Security Council resolution urging him to sign a Gulf-mediated power transfer plan, the state news agency reported.

It was Saleh's first response to the United Nations Security Council measure last week calling on him to adopt the blueprint drafted by neighboring Gulf states for parliamentary and presidential elections after a new opposition-led cabinet is formed and Saleh relinquishes the presidency.

Saleh has already rejected the plan three times despite escalating protests against his 33-year-long autocratic rule, saying he would only transfer power into "safe hands."

"The Yemeni president ... expressed his readiness to sit down immediately at the dialogue table with the Joint Meeting Parties (opposition parties) and its partners to complete the dialogue over the operational mechanism for the (Gulf) initiative as quickly as possible and to reach the final signing of the initiative and its immediate implementation, leading to early presidential elections on a date agreed upon by all," said a statement carried by the Yemeni news agency SABA.

Ruling Yemen since 1978 through a civil war and rebel movements, Saleh has clung to power despite an assassination attempt that sent him abroad for three months for medical care, breakaway generals and nine months of street protests.

More than a dozen people have died in the past week, the latest wave of violence in Yemen as forces loyal to Saleh clash with soldiers siding with protesters. Civilians and demonstrators have often been caught in the crossfire.

Two people, including a child, were killed in the city of Taiz on Monday when a mortar shell landed on their house, witnesses said.

Inspired by uprisings in Tunisia and Egypt, Yemen's loose coalition of student protesters, tribal leaders and dissident army factions has been pressing him to leave since January.

The interior ministry said on its website opposition "militia" had attacked an army base and an office of the state petroleum company.

In Yemen's turbulent south, two Yemeni soldiers were shot dead on Monday and three suspected Islamist militants were killed the night before in two sets of clashes in Aden, security and tribal sources said.

"Armed groups driving a car opened fire with machine guns on a group of government troops charged with guarding commercial warehouses," a security source told Reuters.

"Security forces exchanged fire for a short period of time with the armed groups leading to the death of two and the injury of two ... The armed groups fled to an unknown place," the source added. Eyewitnesses said the fighting had also involved hand grenades and that a government car had been burned.

In recent weeks armed groups linked to al Qaeda have targeted the port city of Aden, with suicide attacks on high-level officials in the army and government.

The neighboring province of Abyan has been in a state of virtual anarchy since militants suspected of ties to al Qaeda began seizing cities in the coastal region several months ago.

(AP) ? Will Ferrell, who refined his impersonation of President George W. Bush on the sketch comedy show "Saturday Night Live" and later took his presidential act to Broadway, was awarded the nation's top humor prize Sunday night.

The TV star went on to make movies and co-found the popular website FunnyorDie.com in a career that won the 44-year-old the Mark Twain Prize for American Humor from the Kennedy Center for the Performing Arts.

It was the Bush impression, though, that might have made the Washington crowd laugh ? and cringe ? the hardest Sunday.

"Washington is not a city much known for its comedy ? at least not the intentional kind," said PBS news anchor Gwen Ifill, who mentored Ferrell on his journalistic skills for the movie "Anchorman."

She introduced a clip of Ferrell playing Bush in "You're Welcome, America: A Final Night with George W. Bush" on Broadway. Dressed in a flight suit under a banner that read "Mission Accomplished" in a mock Oval Office he explained how Morocco had sent a special unit of 2,000 trained monkeys to fight terrorism "and make children laugh."

With that kind of comedy, Ferrell had accomplished something amazing, Ifill said.

"He got Democrats to pay and see and applaud George W. Bush," she said.

Conan O'Brien, Jack Black, Matthew Broderick, Ben Stiller and Billie Joe Armstrong from the rock band Green Day performed Sunday in Ferrell's honor, joined by Molly Shannon, Tim Meadows and Andy Samberg from Ferrell's "SNL" days.

The show was taped for broadcast Oct. 31 on PBS stations nationwide.

Black opened the show with a song-and-dance routine for his friend and tried to lead the crowd in chanting "Will, Will, Will, will rock you."

"Will Ferrell, did you notice how I changed it from 'We Will Rock You?" he said.

"It's about time he got some official Washington, D.C., props," Black said, noting that Ferrell had "reigned supreme" on "SNL" for seven years. "He's crazy funny. He makes you laugh so hard you cry and pee simultaneously."

O'Brien saluted Ferrell for giving so much of himself to his comedy. He said Ferrell had his sides physically softened and his "buttocks lowered with magnets" to prepare his body for spandex routines and at times streaking naked.

"Will magnifies and celebrates his flaws, just to entertain us," O'Brien said.

O'Brien also thanked Ferrell for being his first guest and his last guest when he was host of NBC's "Tonight Show."

"It's a rare friend who's going to stick with you for five-and-a-half months," he said.

Shannon, who met Ferrell while she was a waitress in Los Angeles, said that contrary to his TV persona, Ferrell is very serious and sweet to work with. As for the award, she joked "Will's agents and manager clearly bought this for him."

Some of Ferrell's famous sketches from "SNL" were played on the big screen, including his "Cow Bell" routine with Christopher Walken and "Craig the Spartan Cheerleader."

When he was finally awarded the prize, a bronze bust of Twain, Ferrell promptly dropped it on stage and tried to pick up the broken pieces. He joked that he had turned the prize down 13 times before but decided to accept this time because of the prize money (there isn't any) and to be watched on PBS "by hundreds of people across this country."

He thanked the Kennedy Center as "one of the few places that uphold comedy as what it truly is, an art form."

Ferrell is the son of a teacher and Roy Lee Ferrell, a guitarist for the Righteous Brothers. He grew up in Irvine, California, went to college at the University of Southern California and got his start in comedy with the Los Angeles improv group, The Groundlings.

That's where he was discovered by "SNL."

Ferrell went on to make some outlandish movies including "Anchorman: The Legend of Ron Burgundy," ''Talladega Nights: The Ballad of Ricky Bobby" and "Old School." He has also tried his hand at drama, including this year's independent film "Everything Must Go." One of his upcoming projects is a Spanish-language comedy, "Casa de Mi Padre."

Ferrell told The Associated Press he has tried different avenues as movie studio budgets tightened. He opted for projects with smaller budgets but more creative freedom.

Longtime collaborator Adam McKay and Ferrell also took their comedy to the Internet with the 2007 creation of the popular video website FunnyorDie.com. Since then, it has drawn an audience of millions for its original Web programming.

McKay, a former head writer on "SNL," said it was Ferrell's "Cow Bell" sketch that has always made him laugh the hardest.

Before the show, Ferrell said playing the Bush character is one of his favorite memories for its political laughs, especially when he took the character to Broadway.

"We hit it at the perfect time when people wanted some sort of comedy after the eight years we just went through," he said.

Thirteen other people have won the Mark Twain Prize since 1998, including Tina Fey, Bill Cosby, Steve Martin and Whoopi Goldberg. It recognizes people who have followed the tradition of Samuel Clemens, the writer known as Mark Twain who used social commentary and satire to have an impact on society.

Japan's Tepco to sell 20 percent stake in wind power unit: repor (Reuters)

TOKYO (Reuters) ? Tokyo Electric Power Co is likely to sell a 20 percent stake in wind power developer Eurus Energy Holdings to trading firm Toyota Tsusho to help raise funds to compensate victims of Japan's nuclear crisis, a newspaper said on Sunday.

Tokyo Electric, the owner of the crippled Fukushima Daiichi nuclear plant, is expected to sell the stake for a little less than 20 billion yen ($262 million) and post a profit of about 10 billion, which will be used for compensation, the Nikkei business daily reported.

The company, better known as Tepco, has issued a statement, saying that it has not made such a decision.

Tepco is still reeling from the radiation crisis at its Fukushima atomic plant triggered by the March 11 earthquake and tsunami in Japan's northeast.

It last month began accepting victims' applications for compensation, but the troubled utility needs to find funds to foot the cost and is seeking help from a taxpayer-funded bailout body.

Eurus Energy, currently owned 60 percent by Tepco and the rest by Toyota Tsusho, is Japan's biggest wind power developer and also operates wind power plants abroad.

Tepco is preparing an extraordinary operating plan, likely to include asset sales, cost cuts and other restructuring measures, and get government approval before receiving bailout funds.

China's Wen says jobs a priority despite economic headwinds (Reuters)

BEIJING (Reuters) ? China will make job creation a more urgent priority in the face of slowed economic growth and weakened exports, Premier Wen Jibao said in comments published on Sunday, also warning that efforts to tame housing prices were at a critical point.

While visiting the southern region of Guangxi, Wen took on the issues that have raised worries about the direction of the world's second biggest economy: inflation, housing costs, weakened demand from rich economies, and the pressure to secure jobs for millions of university students and rural migrants.

"Currently, economic growth is slowing and external demand is falling, and we should make employment even more of a priority in economic and social development, doing our utmost to expand employment," Wen told officials in Guangxi, a poorer region next to export-driven Guangdong province, the official People's Daily reported.

Those efforts would include "ensuring an appropriate rate of economic growth" and supporting labor-intensive industries, small businesses and private firms, he said.

Wen's published comments did not mention the yuan exchange rate, which Beijing policymakers fear could stifle export-dependent jobs if they succumb to U.S. pressure to let the currency appreciate much more quickly.

But the Chinese premier made clear that jobs and social stability are dominant concerns.

People's livelihoods should assume a more important role in setting macroeconomic policy because such needs affect "social harmony and stability," said Wen, who visited Guangxi on Friday and Saturday.

RIGHT BALANCE

Wen's government faces a tricky test in striking the right balance between maintaining growth and containing inflation.

China's economic expansion slowed to 9.1 percent from a year earlier in the third quarter, its weakest pace in more than two years as euro-debt strains and a sluggish U.S. economy took a toll.

In September, consumer inflation dipped to 6.1 percent, retreating from three-year highs, but stubborn food price pressures remain a worry for policymakers.

"To rein in prices, we must first properly deal with food prices," Wen told officials.

The price of pork, a key meat for many Chinese people, was leveling off, but winter could add new pressures, he added.

"With the arrival of winter, consumption (of pork) will increase," he said. He urged officials to boost production by ensuring that incentives reach pig breeders and feed prices are kept stable. Corn processing projects should also be restricted to counter rising prices for that grain, Wen said.

His government must also deal with relentless pressure to find jobs.

China has 242 million rural residents who work off the farm, and 153 million of them are migrants working outside their home towns. They are joined by millions more migrants every year, hunting for work in factories and on building sites. As well, more than six million college and university graduates entered the workforce this year.

Wen also said another plank of the government's efforts to contain price rises -- containing housing costs -- was at a crucial stage.

Housing prices in China have climbed to record highs, although annual property inflation eased to a low of 3.5 percent in September as Beijing's campaign to cool the market made inroads.

"All levels of government must take effective measures to consolidate the fruits of (housing price) controls," he said. Those efforts should include ensuring the government's goals to expand affordable, state-backed housing are met, Wen said.

As of August, China had built 8.68 million units of homes for rental or sale to poorer families this year, putting it on track to fulfill its full-year goal of 10 million homes.

But echoing a widespread complaint among officials, one Guangxi official told Wen of a shortfall in financing for the affordable homes, according to the media accounts.

The premier did not hint at any backing down from affordable home targets, but indicated that commercial developers might get easier access to land for cheaper projects.

"On the one hand, we must get a grip on affordable housing construction," he said. "On the other hand, we must also increase land provision for ordinary commercial housing."

Clinton warns of tough action if militants don't cooperate (Reuters)

ISLAMABAD (Reuters) ? U.S. Secretary of State Hillary Clinton warned on Friday that stern action would have to be taken against militants if they did not cooperate in efforts to stabilise Afghanistan and pursue peace.

Such efforts would focus on getting the Taliban in Afghanistan and Pakistan, as well as the al Qaeda-linked Haqqani network, involved, Clinton said in the Pakistani capital.

"Now we have to turn our attention here on the Pakistani Taliban, Afghan Taliban, Haqqani and other terrorist groups and try to get them into a peace process," Clinton told a news conference in Islamabad.

"But if that failed, prevent them from committing more violence and murdering more innocent people," she said.

Pakistan is seen as critical to the U.S. drive to end the conflict in Afghanistan, but it is often an uneasy relationship.

On Thursday, Clinton and top U.S. military and intelligence officials delivered a tough message to Pakistani leaders to crack down on militants, especially groups like the Haqqanis that are blamed for attacks on American targets in Afghanistan.

Pressure on Pakistan has been mounting since U.S. special forces found and killed Osama bin Laden in May in a Pakistani town, where he had apparently been living for years.

The secret raid caused the worst damage to relations between the allies since Pakistan joined the U.S. war on militancy after the Sept. 11, 2001, attacks on the United States.

Pakistan's military said the raid was a flagrant violation of sovereignty, while in Washington U.S. officials wondered whether an ally that receives billions of dollars in American aid had been sheltering the world's most wanted man.

Pakistan denied any links to bin Laden and says it has sacrificed more than any country supporting the U.S. "war on terror".

In a news conference with Pakistani Foreign Minister Hina Rabbani Khar, Clinton said she urged Pakistan to cooperate more on the issue of the Haqqani network, which Washington believes is based in North Waziristan near the Afghan border.

Admiral Mike Mullen said before retiring as chairman of the U.S. Joint Chiefs of Staff last month that the Haqqanis were a "veritable arm" of Pakistani intelligence, infuriating Islamabad.

"We asked very specifically for greater cooperation from the Pakistani side to squeeze the Haqqani network and other terrorists because we know that trying to eliminate terrorists and safe havens on one side of the border is not going to work," said Clinton.

"You can't keep snakes in your backyard and expect them only to bite your neighbours," she said.

Friday's joint news conference came a day after what had been described as "extremely frank" discussions Clinton and a heavyweight team of U.S. officials held with their Pakistani counterparts.

The mood seemed less tense on Friday. Clinton and Khar were frank about both sides' concerns but also appeared to try to project a message of cooperation after months of bumpy ties.

"It seems they are making an effort, a genuine effort to improve the relations," said political analyst Talat Masood.

"To what extent they succeed, we can't tell now. There seems to be desire on both side is to improve the relationship."

The Haqqani group, which says it left sanctuaries in northwest Pakistan, has emerged as the most high-profile threat to American interests in the region since bin Laden's death and has been the main driver of U.S.-Pakistan tensions.

Analysts say Pakistan sees the Haqqanis as a lever in Afghanistan, where its rival India is vying for influence.

Clinton said Washington and Islamabad would work together.

She appeared to put more emphasis on Pakistan as a potential peacemaker in Afghanistan, instead of focusing on its failure to eliminate militancy in the border area, which U.S. President Barack Obama has called the most dangerous place in the world.

"Coalition and Afghan forces are increasing the pressure on the Taliban in Afghanistan," she said.

"And across the border, we look to Pakistan to take strong steps to deny Afghan insurgents safe havens and to encourage Taliban to enter negotiations in good faith."

Khar said: "Let me reconfirm that there is no question of any support by any Pakistani institutions to safe havens in Pakistan. Let me be unequivocal, completely clear on that."

Pakistan has long argued that it can't go after the Haqqanis because the army has its hands full with homegrown Taliban militants, the biggest threat to the nuclear-armed nation.

It has to contend with people like Maulvi Fazlullah, an Afghanistan-based Taliban leader who has vowed to return home to wage war against the government again after melting away during an army offensive in 2009.

Fazlullah re-emerged as a threat in recent months when his fighters took part in cross-border raids that killed around 100 Pakistani security forces.

In answering questions submitted by Reuters, Fazlullah's close aide Sirajuddin Ahmad Fazlullah would fight the Pakistani state, and then take on U.S. forces in Afghanistan.

Pakistani leaders must always tread cautiously because anti-U.S. sentiments run high in Pakistan.

Many Pakistanis are angered by U.S. drone strikes against militants in the northwest, and say the country's army is fighting a war based on American interests.

About 90 people staged a protest in the eastern town of Multan against Clinton's visit, burning effigies of her and U.S. flags. Some shouted "Go, Hillary, go" and "Stop drone attacks".

Filipino troops search for 10 missing soldiers (AP)

MANILA, Philippines ? Philippine troops searched Wednesday for 10 soldiers missing after fierce clashes with Muslim rebels left 19 combatants dead and an already-shaky cease-fire in jeopardy.

The daylong fighting on southern Basilan island erupted Tuesday between army special forces ? backed by bomber planes and artillery fire ? and members of the 11,000-strong Moro Islamic Liberation Front. It was some of the deadliest fighting since 2008, when peace talks bogged down and ignited widespread clashes that killed hundreds and displaced 750,000 people.

The rebels have waged a bloody insurgency for self-rule in the southern Mindanao region, the homeland of minority Muslims in the predominantly Roman Catholic Philippines. The conflict has killed more than 120,000 people in nearly four decades and stunted development of the resource-rich but impoverished south.

Since the clashes in 2008, a Malaysia-led peacekeeping contingent has kept watch to prevent further battles and keep the atmosphere ripe for peace talks.

Regional military spokesman Lt. Col. Randolph Cabangbang said Tuesday's fighting started when troops clashed with armed men believed led by a former Muslim rebel commander, Dan Laksaw Asnawi, who escaped from jail in 2009 and was accused of involvement in the beheadings of marines in 2007.

At least 13 soldiers were killed, 11 wounded and 10 others were missing, he said.

Rebel spokesman Von Al Haq said five rebels were slain. Police reported at least six rebels were killed.

Al Haq said government troops provoked the fighting by attacking the rebels in their Al-Barka stronghold in violation of the existing cease-fire. Army troops shelled the rebel stronghold after the initial clash, trapping villagers in the fighting, he said.

Cabangbang said troops were deployed to check reports by villagers that a group of gunmen known to be holding kidnap victims had strayed in areas close to their communities. He said the troops did not intrude on the guerrilla stronghold, and were about two miles (four kilometers) from it when they were fired upon by the Moro rebels, prompting the troops to fight back, he said.

Under cease-fire rules, government troops should notify the Moro rebels first if they want to venture into guerrilla strongholds in search of criminals to prevent accidental clashes.

Cabangbang said Wednesday that the clashes had stopped and the military had asked a joint government-rebel cease-fire committee to allow troops to search for the missing soldiers in the Moro rebels' Al-Barka stronghold.

Al-Haq, however, said rebels from his group have reported they are not holding any captives. Several army soldiers apparently fled during the clash into nearby communities, he said.

"Our men have been ordered not to advance or attack unless they come under attack," Al Haq said. "Hopefully we can diffuse this with the other side."

Malaysian-led peacekeepers were trying to pacify both sides, Al Haq said.

It was not immediately clear if al-Qaida-linked Abu Sayyaf militants, known for beheading soldiers, got involved in Tuesday's clashes. The militants are active in Basilan, a predominantly Muslim island about 550 miles (880 kilometers) south of Manila, and some are relatives of the Moro rebels.

Half of millennials don't think they'll get Social Security

Grandma and Grandpa may be getting a Social Security raise, but half of their grandkids are pretty sure they won?t see any Social Security at all.

That?s according to a new poll from the Strategic Research Institute at St. Norbert College in De Pere, Wis. It?s working with several other organizations on the iOMe Challenge, which seeks to help young people think about their financial future.

Apparently, they don?t think there?s much future there at all, at least when it comes to Social Security.

The online survey, which included a nationally representative sample of 642 18- to 29-year-olds, found only 5 percent expect that the Social Security benefits they stand to receive at age 67 to be about the same as the ones retirees are receiving today.

In addition to the 50 percent who don?t think it will exist at all, another 28 percent thought it would exist but the benefits would be much smaller. Eighteen percent weren?t sure what would happen.

Social Security is at risk of running short of funds unless some changes are made, because the general population is both aging and living longer. Proposals include raising the Social Security tax cap, increasing the age at which you start collecting Social Security and reducing benefits.

David Wegge, executive director of the Strategic Research Institute, noted that no matter what happens with Social Security, millennials will likely have to rely more on their own savings than previous generations. That?s because pensions also are becoming much less common.

?There?s much more responsibility that?s being placed on an individual?s shoulder,? Wegge said.

The survey found that about four in 10 millennials are setting aside some money for retirement each month. The ones who don?t think Social Security will be there when they retire were also the least likely to be currently saving for retirement.

Even those who are setting money aside are generally not saving very much.

That?s not surprising given the current economy. The unemployment rate for 25- to 34-year-olds was at 9.7 percent in September, according to the Bureau of Labor Statistics. For 20- to 24-year-olds, it was 14.7 percent.

Even those who have jobs may not have much left over at the end of the month. In general, younger workers tend to earn lower wages because they are just starting out, and that may be especially true right now.

In addition, Wegge noted, many younger workers may be trying to pay off student loans.

?I think that generation is coming into the workforce at a very challenging time,? he said.

Baz Luhrmann's Great Gatsby Set for Christmas 2012

For Leonardo DiCaprio fans, it looks like Christmas has come early. Times two. Warner Bros. announced on Friday that 'The Great Gatsby,' with DiCaprio playing the lead role of Jay Gatsby, will arrive in theaters on Dec. 25, 2012 -- the same day that 'Django Unchained,' with DiCaprio co-starring as the villainous slave owner Calvin Candie, hits theaters. Totally reasonable planning, everyone!

To be fair, The Weinstein Company has had 'Unchained' set for next Christmas since June. The Quentin Tarantino-directed release is staffing up a major cast -- in addition to DiCaprio, the film co-stars Samuel L. Jackson, Christophe Waltz, Kurt Russell, Don Johnson and Jamie Foxx as the titular revenge-seeking slave -- and should start filming sometime this year.

Which is what makes this decision by Warner Bros. all the more curious. The studio already has a major December 2012 release lined up with the first half of Peter Jackson's two-part 'Hobbit' adventure; 'The Hobbit: An Unexpected Journey' hits theaters on Dec. 14, 2012. Not only that, but December 2012 is loaded with five other major releases: 'Les Miserables' (with potentially Hugh Jackman and Russell Crowe in lead roles), 'Great Hope Springs' (with Steve Carell and Meryl Streep), Judd Apatow's non-sequel sequel to 'Knocked Up,' Ang Lee's 'Life of Pi' and 'World War Z' with Brad Pitt all open between Dec. 7 and Dec. 25. Now 'The Great Gatsby' is going to slide in there to compete for holiday season movie dollars? Did director Baz Luhrmann have it in his contract that Warner Bros. must release his ambitious 3D re-imagining of 'The Great Gatsby' on Christmas?

Perhaps. As of now, both DiCaprio films will open together. Considering there's still 14 months before this potential pile-up actually happens, don't be surprised if that changes before actually happening.

Starring Tobey Maguire, Joel Edgerton, Carey Mulligan and Isla Fisher, 'The Great Gatsby' will hit theaters on Dec. 25, 2012.

Oil near $87 amid improving US economic signs (AP)

SINGAPORE ? Oil prices rose to near $87 a barrel Monday in Asia after improved U.S. retail sales added to hopes that the world's biggest economy will avoid a recession this year.

Benchmark crude for November delivery was up 17 cents at $86.97 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $2.57 to settle at $86.80 in New York on Friday.

Brent crude was up 20 cents at $112.43 a barrel on the ICE Futures Exchange in London.

The U.S. government reported Friday that retail sales rose 1.1 percent in September, the biggest gain in seven months.

"The retail sales report was encouraging for both the energy market and the health of the general economy," energy trader and consultant The Schork Group said in a report. "Now let's see how long this lasts until European debt concerns send us reeling again."

Crude has jumped about 16 percent from $75 earlier this month amid growing optimism that European leaders will unveil a convincing plan next week to contain the region's debt crisis.

Traders will also be closely watching a slew of corporate earnings announcements this week, including banks Citigroup and Wells Fargo later Monday and Coca-Cola, Apple and Bank of America on Tuesday.

In other Nymex trading, heating oil was steady at $3.05 per gallon and gasoline futures gained 0.8 cent to $2.78 per gallon. Natural gas added 3.5 cents to $3.74 per 1,000 cubic feet.

Giuliana Rancic has revealed that she has breast cancer.

The red carpet host and reality star shared the news this morning on the ?Today Show? while discussing her attempts to start a family with husband Bill Rancic through in-vitro fertilization.

?Through my attempt to get pregnant for the third time, we sadly found out that I have early stages of breast cancer,? said Rancic. ?It?s been a shock. A lot of people have been asking, ?We saw that you went and got IVF, are you pregnant?? But sadly, we?ve had to put that off.?

Rancic was alerted to the cancer after her IVF doctor recommended she get a mammogram.

She will undergo surgery this week, to be followed by six weeks of radiation treatment.

Rancic?s prognosis is good, thanks to early detection.

?I still want this baby? because this baby has saved my life,? she said. ?I truly feel God was looking out after me? If I had gotten pregnant later down the line, I could have been a lot sicker.?

(AP) ? Reveling in the national spotlight, Herman Cain is pledging to bolster his fledgling White House campaign.

He'll need to ? and quickly ? if he has any hope of winning the Republican nomination. The unlikely presidential contender has little campaign organization in Iowa, New Hampshire and other states where voting begins in less than three months. And he hasn't done much else in those places to capitalize on his recent surge in polls.

"We are now going to ramp up," Cain promised this week.

By that he means executing what aides call a 50-state strategy ? for a nomination contest that's determined state by state. It's a nontraditional path that other candidates have tried unsuccessfully. Cain's campaign, which can seem almost overwhelmed by the attention that comes with a big rise in polls, argues that competing in the early voting states, while important, is not the only way to win the party's nomination.

His aides note that Barack Obama's 2008 campaign fanned out across the country and was successful. But Obama competed vigorously in the early voting states, too.

Still, Cain, who never has held political office, clearly has struck a chord with a part of the Republican electorate craving a fresh face not tied to the GOP establishment. This is the first presidential contest since the tea party's rise, and Cain is in many ways the natural culmination of the grass-roots movement: a straight-talking political outsider, espousing an anti-tax platform.

"The conservative wing of the Republican Party has been auditioning for an anti-Romney alternative for months now," former GOP strategist Dan Schnur said. "They've tried Michele Bachmann and Rick Perry, and they both wilted under the scrutiny. So far, Herman Cain seems to be holding his own."

Atlanta Tea Party Patriots co-founder Debbie Dooley explains it this way: "With Herman, what you see is what you get."

There's no telling how long the love for Cain will last or whether he can turn the buzz into votes on primary and caucus nights this winter. It takes more than enthusiasm to win the presidency. It takes money and organization, and Cain trails his top GOP rivals on both fronts.

Earlier this year, Cain had to lend his campaign $500,000 to stay afloat. He'll report his fundraising for the past three months within days. He is suggesting that money will no longer be a problem and says he now has enough to expand his campaign.

"I didn't want to get out in front and commit to spending a whole lot of money before I knew that the American people were going to say, 'You know what? This long shot may not be such a long shot," Cain says.

His shoestrings campaign has a certain improvised feel as it scrambles to hire staff and keep pace with the intense media interest enveloping the former head of Godfather's Pizza since he cruised past Romney in a recent NBC/Wall Street Journal poll.

In New Hampshire this week, Cain's new press spokesman J.D. Gordon, sheepishly admitted to a throng of reporters that he didn't know the specifics about the candidate's schedule that same afternoon, nor the last time Cain had been in the state.

Cain has kept a nontraditional schedule.

With his popularity climbing last month, he eschewed the campaign trail for bookstores as part of a tour to promote his new memoir.

And Thursday, as the new poll showed him leading the pack, Cain didn't beeline it to Iowa to try to capitalize on it as expected. Instead, he made a relatively low-key appearance in Ohio at a Christian university. And on Friday, he was launching a bus tour through Tennessee.

Neither state holds a primary until March ? two months after voting begins.

Cain argues that he's not ignoring the early states, and insists that he's adding staff and building campaigns in them.

He was an early visitor to Iowa, making his first trip to the leadoff caucus state in summer 2010. But Cain hasn't visited since the state GOP's presidential test vote Aug. 13. And his campaign there has been beset by staffing woes.

Three top Iowa aides, including one of the state's leading tea party organizers, quit Cain's campaign in June, unhappy with the candidate's apparent lack of commitment to appearing in the state. His Iowa campaign also tried to conceal the role of a top caucus adviser who had been ousted as the leader of a gay-pride group in Wisconsin amid a financial scandal with the organization, the former employee alleged in a letter and court testimony related to his application for unemployment.

Jeff Jorgenson, a Cain backer from Council Bluffs, acknowledged the Georgia businessman "does not have a well-grounded Iowa organization."

"I don't think that's hurt him yet," Jorgenson said. But he added that Cain would need a strong ground game to do well in the January caucuses.

Cain has four campaign staffers in Iowa, according to Lisa Lockwood, his Iowa campaign director.

In closely following New Hampshire, Cain has two paid staffers, compared to more than 10 each in the state for Romney and Perry. Cain also trails former Gov. Jon Huntsman and Texas U.S. Rep. Ron Paul in paid staffers there.

Cain's aides insist he has visited the state 18 times. But that doesn't match the perception of Republicans on the ground, who say he's been noticeably absent as other candidates flock to the first-in-the-nation primary state. That said, when he does appear, people in New Hampshire say they generally like what they hear.

"Herman Cain really impressed me," said Republican state Rep. Keith Murphy, who was on hand as Cain and other presidential contenders briefly addressed the New Hampshire House of Representatives this week. "I have to do some more research into his positions on these issues, but as far as the ability to communicate a conservative message, he's actually very good."

Cain has laid some groundwork in Nevada, which is slated to hold the third contest with its caucuses. He won a test vote over the summer and has earned endorsements from some tea party leaders.

In South Carolina, William Head has been Cain's lone paid staffer since July. But there are fresh signs of life. The campaign opened a headquarters in Columbia on Friday, and Head said there will be three paid staff in the state by next week.

"The operation is growing with such a rate we're rushing to keep up with the pace," Head said.

Treasury officials: Never saw a loan like Solyndra (AP)

WASHINGTON ? Two senior Treasury officials said Friday that they had never seen a loan restructuring similar to an Energy Department loan to a failed solar panel maker.

The half-billion dollar loan to Solyndra Inc. was restructured earlier this year so that private investors moved ahead of taxpayers for repayment on part of the loan in case of a default.

Treasury officials Gary Grippo and Gary Burner told a House committee they had never seen that occur in a federal loan. Grippo is a deputy assistant treasury secretary and Burner is chief financial officer at the Federal Financing Bank, which made a $528 million loan to Solyndra in 2009.

The two Treasury officials stopped short of declaring the loan restructuring illegal, as some Republicans allege.

"I can't give you a legal interpretation on that, sir," Burner told Rep. Cliff Stearns, R-Fla.

Grippo, who oversees the financing bank, said it was not Treasury's job to make legal interpretations. Instead, he said Treasury officials correctly raised questions about the deal in a series of emails and memos.

"Our role is to be as helpful as we can," Grippo told the House Energy and Commerce Committee Friday.

Hours later, the panel's Republican majority released an email showing that a White House budget official also questioned the loan restructuring.

"I think they have stretched this definition beyond its limits," the budget official said in a December 2010 email, referring to DOE officials that were advocating the deal.

The release of the email came after a hearing on the Solyndra loan erupted in a partisan skirmish. Rep. Henry Waxman, D-Calif., called the hearing "a rigged proceeding" and a "kangaroo court."

Solyndra, of Fremont, Calif., was the first renewable-energy company to receive a loan guarantee under a stimulus-law program to encourage green energy and was frequently touted by the Obama administration as a model. President Barack Obama visited the company's headquarters last year, and Vice President Joe Biden spoke by satellite at a groundbreaking ceremony for a new manufacturing plant.

Since then, the company's implosion and revelations that it received preferential treatment from federal officials have become an embarrassment for Obama and a focal point of GOP criticism of the president's green energy policies.

Waxman and other Democrats on the House energy panel criticized Republicans for not allowing the Energy Department to testify Friday and for blocking the release of an Energy Department memo that outlined the legal basis for its decision to restructure the $528 million loan to Solyndra.

"We are going to get only one side of the story. That's no way to run an investigation," said Waxman, a former chairman of the energy committee.

Republicans said Democrats were aware of the hearing terms before it started, but later agreed to enter the Energy Department memo into the record. Energy officials will be called to testify at a later hearing.

Democrats say they want "to get the facts on the table," said Rep. Joe Barton, R-Texas. "That's what we're trying to do."

The three-hour hearing focused on newly released emails that show that the Treasury Department was concerned that the loan restructuring, approved earlier this year, could violate federal law.

Administration officials have defended the loan restructuring, saying that without an infusion of cash earlier this year, Solyndra would likely have faced immediate bankruptcy, putting more than 1,000 people out of work.

Even with the federal help, Solyndra closed its doors Aug. 31 and let all its workers go.

A six-page memo released by the committee Friday outlines the legal basis for the Energy Department's decision to ensure that investors who provided additional funding to Solyndra would be repaid before the federal government if the company defaulted on the loan.

The Feb. 15 memo by Susan Richardson, the loan program's top lawyer, said the restructuring was allowed because a clause preventing private investors from moving ahead of taxpayers only applies to the original loan.

Continuing to block subordination ? the legal term for placing taxpayers' interest second ? is "inconsistent with the statutory scheme" and would make it harder for the government to restructure loans for troubled companies, Richardson wrote.

Under terms of the February loan restructuring, two private investors ? Argonaut Ventures I LLC and Madrone Partners LP ? stand to be repaid before the U.S. government if the solar company is liquidated. The two firms gave the company a total of $69 million in emergency loans. The loans are the only portion of their investments that have repayment priority above the U.S. government.

Argonaut is an investment vehicle of the George Kaiser Family Foundation of Tulsa, Okla. The foundation is headed by billionaire George Kaiser, a major Obama campaign contributor and a frequent visitor to the White House.

Madrone Partners is affiliated with the Walton family, descendants of Wal-Mart founder Sam Walton.

Barton and other Republicans ridiculed the Richardson memo, which Barton likened to a "fairy tale" that allowed DOE officials to do whatever they wanted.

"They basically say, we think we can subordinate it because the secretary of Energy has broad authority to do whatever he wants to do. That's not a real, reasoned legal opinion," Barton said.

He and other GOP lawmakers cited emails from Mary Miller, an assistant treasury secretary, indicating that the deal could violate the law because it put investors' interests ahead of taxpayers. Miller told a top White House budget official that she had advised that any proposed restructuring be reviewed by the Justice Department before it was approved.

"To our knowledge that has never happened," Miller wrote in an Aug. 17 memo.

Rep. Cliff Stearns, R-Fla., called Miller's memo "startling" and said it appears that DOE violated "the plain letter of the law" in approving the restructuring.

Rep. John Dingell, D-Mich., called the GOP claims overstated.

"There was no criminal or serious misbehavior here, there just was some dumbness," Dingell said.

Researchers to develop treatments to counter chemical accidents and terrorism involving chlorine gas

Gary Hoyle, PhD, professor, University of Louisville School of Public Health and Information Sciences, will build on his research to develop an effective medical treatment to counteract chlorine-induced lung injuries caused by chemical accidents or acts of terrorism. The National Institute of Environmental Health Sciences and the Office of the Director of the NIH have awarded Hoyle $2.6 million over five-years to further his research initially funded in 2006.

Hoyle and his team have identified two medical treatments rolipram and triptolide - that show promise of treating lung injury from chlorine, a reactive gas highly toxic by inhalation. Rolipram helps with impaired lung function and pulmonary edema where fluid gets into the lungs, leading to a shortness of breath. This medication does not affect inflammation. Triptolide, a natural plant product used in traditional Chinese medicine, prevents chlorine-induced lung inflammation but has no effects on other aspects of lung injury.

"We believe an intramuscular injection of rolipram in combination with an anti-inflammatory will represent the most effective countermeasure for chlorine-induced lung injury," Hoyle said. "It is important that we develop a medical treatment that can be administered quickly to large numbers of patients by first responders or personnel with limited medical training."

The formulations will be developed by the Southwest Research Institute (SwRI) and evaluated for effectiveness at the University of Louisville. Kenneth Carson, PhD, is leading the formulation effort at (SwRI). Andrew Roberts, PhD, UofL, and Roy Rando, ScD, Tulane University, will work with Hoyle on evaluation of the compounds.

"The countermeasures we are developing target aspects of lung injury that are not unique to chlorine exposure, but are also observed after inhalation of other chemical agents such as phosgene, ammonia, sulfur mustard, and smoke.

"This research has the potential to develop broad spectrum therapies that could be used against multiple types of chemical threat agents," Hoyle said.

Chlorine is considered a chemical threat because of the large amounts that are produced and transported in the United States, its ready availability and its toxicity.

The gas is used in a variety of industrial processes, including the production of plastics, solvents, paper products, and purified drinking water. It was first used as a chemical weapon in World War I and most recently during insurgent attacks in the Iraq war. Domestic industrial facilities or rail cars en route are at greatest threat for intentional chlorine release involving an attack.

The Homeland Security Council estimates an attack on an industrial site in an urban area could lead to as many as 17,500 deaths and 100,000 hospitalizations from chlorine exposure.

"These statics prove the need for effective countermeasures that can be stockpiled, and our work addresses that need," Hoyle said.
